So if my Cade hit Roan fel and he blocked with a roll of 19 then my cade hits for 20 less damage everytime he shoots for the rest of the Game?

No, Cade has does not have melee, so lightsaber block cannot be used.

That is my understanding of the ability. It's pretty nasty, when it works. Assuming you are referring to a melee Cade.

Another thing to remember when a character falls victim to the -20 damage from Cortosis Gauntlet is that a character can still attack, roll a crit for double (sometimes triple) damage. The -20 gets applied at the end after the normal damage output has been increased. And then of course there are Imps who get Opportunist from Thrawn or other damage enhancing CE's that could come into play.
