The rule book says that adjacent enemies never have cover, and Melee Reach 2 says that this character treats enemies up to two squares away as adjacent. If a character with Melee Reach 2 attacks a character over another character, does the target have cover? A strict interpretation of the rules would seem to suggest no, but that doesn't seem very realistic.
