I'm not sure if this works or if this is the way it's supposed to work, but Watto's Slave Owner SA doesn't say the target has to be an ally, just a living follower.........

So could you chose to give an enemy slave? Scared

follower: A character in your squad who does not have a commander effect. Most commander effects apply only to followers.

It has to be in your squad, so no. Might be a little too powerful otherwise...
