I have been wondering. The glossary for dominate says it CAN resist the effect with a save of 11. So if I target an ally, can i activate him without having to make the save? Also if an ally makes the save, must it be 11 or more OR 11 or less.
Help is appreciated.

Help is appreciated. The save is mandatory, but you can reroll a save with an FP to get a fail.

So then, the targeted character must fail the save in order to be activated ?
