Can you 'loose' an ability due to Reinforcements\swap Options

Sorry for the vagueness of the question, but I was wondering if there are any abilities that you lose due to the timing of when Reinforcements are brought in, or when a character is swapped?

Like, if I bring in Watto, does he still pick a slave?

Watto would still pick a character for slave.

On the other hand, Gha Nacht's rapport would not affect any droids that were in the base squad, but would affect droids brought in with him or later.

It just depends. Some abilities specify a particular timing (during setup, after setup, before the first activation etc) and that can factor into it.
