1) Who trumps who and in what order for initiative check, for getting Reserves?

If you roll exactly 11 for initiative, you can add up to 30 points of Fringe characters to your squad immediately before your first activation of the round

Glossary Text
If this character is in your squad and you roll exactly 11 for initiative, you may immediately add up to 30 points of Fringe characters to your squad. These characters set up in the same area as your squad did, immediately before your first activation of the round. These characters don’t count toward the cost of your squad, and your opponent doesn’t have to defeat them to win the skirmish. If initiative is rerolled due to a tie, you add these characters to your squad only if your final, untied roll is exactly 11.

Tactics Broker
Master Tactician
Recon
Smuggler’s Luck (acts like Recon)
Sense the Future
Anticipation
Tactician +2
Tactician +4
Tactician +8
Tactician -4
Never tell me the Odds
etc.

The opponent has TB (Tactics Broker), and I want to hit an 11 for Fringe Reserves 30.
2) TB vs Recon/Smuggler’s Luck: Is my first number a 1 and I roll a die for my second initiative number and pick which one i like?

3) TB vs Anticipation and Recon: May I pass by the MTB giving me a 1, and roll 2 new dice for initiative?

4) TB vs Sense the Future: May I use this force power to take his init roll of 11 and give him my 1?

5) What is the order, Never Tell Me The Odds prevents all? If that is gone then MTB overrules all others? etc.

1. Reserves always looks for the final result, even if it has been modified by other abilities.
2. Tactics Broker would change your roll to a 1, no matter what you chose for your final init die.
3. No. Only when the opponent ties your result (or rolling a 1) would Tactics Broker be ignored.
4. No, Tactics Broker only affects your roll, switching them would not redirect Tactics Broker's effects.
5. NTMTO suppresses all Special Abilities, so Force Powers like Anticipation and Sense the Future can still work. Since all other SA's require you to not roll a 1 for init, Tactics Broker tends to override them.
