Is this correct? If so, why would they put 41 pieces in a set?

Well, it's a bit of a long story. Wizards couldn't decide whether or not to put in the 181st Imperial Pilot or the Elite AT-AT gunner. They chose the 181st pilot, but the mini wound up looking more like the Elite AT-AT gunner. So they released the stats of the Elite AT-AT gunner as a playable mini. However, no cards were printed of this. It is sort of the first V-set character.

At the time, they released a printable PDF of the pilot's card, as well as a guide on how to repaint the mini.
