Does Empathy Negate Savage CE's? Options

If I have a character with empathy, does that mean that savage characters no longer get commander effects meant for them?

Yes, so they would be subject to normal CEs, not Savage ones while under the effects of Empathy.

Unless Savage has been granted by Malgus' Face Your Destiny Force Power ability which states that Empathy does not work.
