Does the enemy get the -1/-1 every 10 damage, or every attack?

you have to have a successful attack to torture and the character has to take damage.

its for each attack that the -ve attribute is given

Okay, so if I do 10 damage or if I do 40 damage in a single attack, the result is still -1/-1?

And yes, it is only based on being hit, not damage dealt.

Correct. Triggers on damage greater than zero from an attack (implies a hit).

They would have to be powers that generates attacks, like LS Assault or Throw. Not direct damage (ie Burst Lightning on Maladi, or Counter Push on Demagol)
