Aggressive Negotiations states that you have Diplomat until you make an attack or are targeted by an enemy character. If the character in question that has the Aggressive Negotiations SA uses a replaces attack ability is that considered making an attack or not?

Only if the replaces attack ability involves making an attack.
(Blaster 20, Blaster Barrage, LS Sweep, LS Assault etc are examples)
