So I've been playing General Grievous Droid Army Commander and what to know if his Blaster 20 ability is still an actual attack or more of a replaces attacks ability like Missiles, Grenades or Force Lightning.

It is an attack. There are plenty of abilities that replaces attacks/turn that grant attacks.
