If I have a Force Spirit within 3 squares of one of my allies, and an enemy with ataru mastery attacks him, and I have no other ally other than the FS within 6 of the enemy, does he still get ataru style mastery?

The Force Spirit is an enemy for purposes of Ataru even though the attacker can't target it.

This just made me think about the skiff too.

If you were facing a desert Skiff with passengers, and you were within 6 of just one square corner of the skiff, would you get the ASM boost?

Yes, so long as no part of the Skiff is less than 6 squares away. Passengers count as range to Skiff, +1.
