I know it says allied character's w/ a force rating gain FR1, but characters that already have it , would they get FR2?

No, it doesn't add to a character's force renewal. It just gives characters who dont have renewal renewal 1.

Of course, only Shado, Leia and Mara Jade Skywalker have FR1, so the CE is useful to the faction... however in the current standard point formats it is difficult to take full advantage of.

Think of all of the Fringe Jedi that will really benefit from this. Although, with Luke's cost being so high, kind of limits your imagination...but just off the top of my head: Jarael, Aurra Sing, Kreia.
