Can you use proximity mines 40 on the same character twice? if you were useing Tarpals that allow you to use SA's tht replace attacks twice per turn

No - that would violate the stacking rule. You would need to choose two different targets for it to have any effect.

Has anyone ever made them work? They look really good on paper, but whenever I try them in a game I don't get great results.

i have countless times including today i love the zann consortium ive made some squads tht work out really well you should check them out.
