The Mandalorian Tactician's Commander Effect reads: If this character has line of sight to an enemy at the start of a phase, you can choose to activate 2 or 3 characters in that phase. (This includes Droid and Savage characters.)

So, could a model with Relay Orders be able to have line of sight to an enemy and have this CE go in to effect?

No - Relay Orders only works counting range, not line of sight.

Thanks for the quick reply. I figured that was the case, since it doesn't work with CEs that say "Adjacent," but I just wanted to check.
