If a character does not have mobile attack or greater mobile attack can they attack (from their starting point of the round) and then move up to 6 squares when activated after attacking?

Also, if a character uses a force ability (for example) that replaces attack, the same question applies.

Lastly, if a character uses a force ability that replaces attack and has mobile attack can they move 2 squares, use force ability and then move another 4?
