Master yodas' CE states that if an allied character has made only one attack on their turn they may make an additional attack against the same enemy if they can. The way I understand it is a twin att. counts as a single attack, so would someone with twin be able to use Yodas' CE to make an additional twin attack against the same target? I think it does but I just want to be sure.

No, you are still making 2 attacks with a Twin it just triggers off a single attack, Master Yoda's CE won't work with Twin.
