Why does Maul on swoop bike not have flight? Options

I know Maul on speeder didn't have flight. The other swoop bikes have flight. Kind of lost on this one even if it was for game reasons. I guess you just wanted to update the old Maul on speeder?

Never understood why the original didn't have fight, sure it would have made him more powerful but that's why each character has a cost. He just should have cost more and had flight. Same thing apply with the new one.

Yeah that's why he drove that speeder off a cliff in Phantom Menace. It makes sense that he doesn't have flight because he doesn't really fly on it, he just overs and tries to run over little children (Annie). Luke and Obi on landspeeder doesn't have flight either for the same reason.

For an in-universe explanation, it's because the Speeder was designed with an incredibly low hover height.

Then why does Count Dooku on his speeder, alongside those 2 droid flying fighter crafts, hover pretty high off the ground, chasing Obi and Ani, who were flying on the Republic Gunship, at the end of Episode II?

There would be hundreds of speeder variants. What makes you think Dooku's was the same as Maul's?

They're completely different speeders. It's like comparing an SUV to a Prius. Sure, they're both vehicles, but their purpose and capabilities are vastly different.

Dooku's speeder was designed to be able to reach and maintain a height of 2 km.

Maul's was designed to be able to hover at a height of about 1 meter with the capability to jump up to 15 meters.

For comparative reference, standard Imperial speeder could maintain a height of 25 meters.

In the movies you never see it fly more than a foot about ground level, same reason why Lukes Land Speeder doesnt have flight. It hovors, thats it.

But the point of hovering is that you're unaffected by terrain. Otherwise, why not use wheels? Maybe flight wouldnt be accurate, because low objects and characters should still pose as obstacles, but he should at least be able to ignore difficult terrain, since theres nothing about it that would slow his vehicle.

That being said, i assume it all comes down to game balance. He's deadly enough as is, dumping Maul Infiltrator in the back lines.
