Can squad assault be made up off elite snowtroopers and regular snowtroopers?

No. When using squad abilities, all characters must have the exact same name.

Or count as having that name from a special ability (see the Galactic Marine's Elite Clone Trooper SA) or from a commander effect like Commander Gree's.

There are a number of v-set characters with that same CE, including the new Snowtrooper Officer who works with the Snowtrooper versions you mentioned. In case that is the source of your question.
