Based on FlyingArrow's and my interpretation(s) of Sithborg's ruling, you should perform these check when dealing with interactions between Con Artist and suppressed CEs:
1) Advanced Battle Meditation is on
2) An allied character with Disruptive within 6 of the commander
3) An enemy character with Disruptive is within 6 of your character with Con Artist
If none of those are true, then the character with Con Artist
DOES receive the commander effect.
In your situation, then, the answer would be
no.
