This does not specify 'enemy'. If Demagol gets shot from a distance, can he push an ally within range and LOS?

Another question...

Can a person who was counter-pushed use Double Attack, or does the movement from Counter-Push remove that option?

Unless otherwise stated, a target is an enemy.

I will say that force movement does not prevent multiple attacks.

Wait a second. You mean for non-melee pieces right? If you push away a melee attacker he can't continue his attacks, right?

Also, so as long as the target is an enemy it doesn't have to be against the guy that attacked you?

He could if by chance he got pushed adjacent to another enemy to attack. (not likely, but could happen)
Only Double/Triple etc. A Twin Attack would be lost.
