Master Shaper doesn't say 'at the start of skirmish'. Can you wait until during the skirmish to use this ability so that you can boost a non-Yuuzhan Vong who is affected by Neural Mapping? If so, would the +4/+10 apply even after Neural Mapping wears off? (After all, it says 'until the end of the skirmish'.)

Interesting. Without getting into timings, my theory is:
Master Shaper can only be used on a Yuuzhan Vong ally. A Neural Mapped character is not a Yuuzhan Vong ally.
As to the timing of Master Shaper, I believe that would have to take place before the skirmish begins even though it isn't covered anywhere that I can find at the moment. May be a good candidate for a Glossary update or Errata.

A Neural Mapped character counts as vong for purposes of special abilities, which Master Shaper is, so I don't see a problem there.
I agree with you about the timing, though. Otherwise, there's really nothing in the ability to prevent her from Master Shaping a different ally every round.

It says 'one', so while it doesn't say "usable once per skirmish" or "at the start of the skirmish" or "usable on this character's turn", I would have interpreted it as one per skirmish. (And that's the way it has always been played.) Before Neural Mapping, there was no reason not to select that ally at the beginning of the skirmish, but since Master Shaper doesn't say when you have to select the ally, I would think you could hold onto it and use the ability whenever you wanted (but only once).

The various "Supplies" say "1", and those are used as often as can be. I think Master Shaper should be once per skirmish. (but if not, Vong, Vong, Vong)

It happens at the beginning, same as Light Spirit or Dark Master.
