Does Luke Skywalker, rebel commando, count as a rebel trooper follower for purposes of benefiting form the rebel captain's ce that gives twin attack to rebel trooper followers?

No. To be a trooper, you have to have trooper in the name of the character, or have the Trooper special ability.

Luke Skywalker in Stormtrooper Armor does count as a trooper follower for that ability, though.

On the plus side he does counts as a commando for CE's, just read the CE as some commando commander effects may say non-unique, don't have cards in front of me to check.
