Does the attacking character need to declare if they are going to use double attack before attacking? Because if they only attack once, they could still move up to 6 squares afterwards. So...I was not sure if they can choose to decide afterwards or not based on how each attack goes.

Yes you can choose but once you pick wether to use double attack or not theres not second chances, you can't say your going to double attack and then only use 1 attack and move

I'm pretty sure you can decide after the first attack. For Double Attack, you don't have to decide whether to get the 'bonus' attack until after the first attack is completed. That seems to be what the glossary says:
On its turn, if this character attacks without moving first, it then has the option either to move normally or to make an extra attack. The extra attack can be against the same enemy as the original attack, but it doesn't have to be. Since this special ability works only on its turn, this character still makes only a single attack when making an attack of opportunity.
(Emphasis mine.)
What you aren't allowed to do is move after declaring that you won't move. There are several abilities where you don't get the bonus unless you agree not to move... Careful Shot, Deadeye, Final Shot, Momentum that comes from Gen Skywalker's CE, etc. For those you have to declare beforehand "I'm not moving" and then you get the bonus. Even if you miss, you still can't move.

^ you only get the momentum bonus if you *do* move just so you know. I'm guessing typo? you are correct about the rest you get if you *don't* move

You only get the momentum bonus if you do move, but the General Skywalker CE doesn't kick in until you stop moving. ("Followers who end their move within 6 squares of this character gain Momentum. ") It only matters for characters who can move before and after attacking (e.g. Mobile Attack and most importantly Yoda on Kybuck). Yobuck doesn't get the bonus until he declares he has finished his movement. So for that CE you have to declare, "I'm not moving any farther," to get the bonus. (Note that there is a slight wording difference for the various commanders that grant Momentum. Mandalore the Indomitable and Exar Kun grant Momentum all the time, so if there were a character with Galloping Attack in their squads that character would get the Momentum bonus on all of the attacks. For General Skywalker, Durge, Ewok Chieftain, and Warmaster Tsavong Lah the bonus is not granted until the ally ends their movment.)
