Can a character with 0 Damage make an attack, eve though it wouldn't deal any damage if it hits? I remember that there was a discussion about this in regards to the Treadwell Droid, but I don't think that there ever was a definitive ruling.

^Doing so would turn off ABM or Force Meditation I believe.

No, you could attack your opponent's Bastila to turn theirs off.

Yes, you can make attacks with 0 damage, triggering effects that may happen when hit.
I remember hearing a story of Throne Palps (with 10hp left) attacking Loda and being killed by LS Reflect as a result.

As to the Treadwell Droid, since it has It's a Trap! it can attack a character with Aggressive Negotiations to shut off Diplomat.

0 damage attacks will not shut off Force abilities unless the attack would cause that enemy to make a save.

Huh I always thought you just had to be attacked, not damaged...I could never keep track of that list anyway.

Thanks for the answer! I thought that was how things had ended up, but I wasn't completely sure.
