I've got 24 points left in my recent squad and I need a decent shooter for it as i've got enough melee already so who's the better choice. FYI; They're both exactly 24 points.

I'd go with Rholan, since, in my opinion, he has more staying power (Beskar'gam) and can deal more damage (Double/GMA). Though, really, it all depends on your squad and what support the shooter will be benefiting from.

Rohlan is the better shooter IMO for all the reasons stated above
