No, you count distance to the Mount character same as with Troop Cart.

The attacker would be considered adjacent to the rider, so no cover.

I thought back in the days of Troop Cart it was ruled that they maintain the cover bonus due to it being provided through an ability and not "normal means". I guess I could be remembering that from the Desert Skiff since it's distance +1 (or maybe it had to do with Sniper), but that was long ago, and I couldn't find that info to verify.

I remember thare was something unusual with the cover interaction...

I'm pretty sure your correct Lord_Ball they get cover from the mounted character unless the person attacking has sniper

A rider counts as the same distance from an attacker as the Mount character, therefore even though they have cover from the Mount ability if the Mount character would be nearest the rider is tied for closest and so it can be attacked.

Sniper looks for cover from other characters, not from special abilities.

An attacker adjacent to the Mount character is also considered adjacent to the rider. Adjacent enemies never have cover. (pg. 19 in the Clone Wars rulebook)

ok, so it was the Sniper issue where the unusual interaction was. That's kinda what I was thinking, but as I said couldn't remember for sure.
