I was creating a custom power but was told that "ignoring cover" doesn't remove the Melee constraint. So does "Sight" or "within line of sight" bypass this constraint? What other qualifying statements can be used besides "Counts as non-Melee?"

Sight is what is used with Grip and the Blaster abilities, that works.

If you want to make it more beneficial (for possible reuse on characters not limited to melee) how about:

"Enemies within line of sight are considered legal target regardless of abilities or cover" - this makes it like an Improved Accurate Shot as it would ignore cloaked/invisibility, as well as the activating character possibly having Melee, but allows the enemy to retain any cover bonus.

Anything involving a Melee character making attacks from range needs to specify counting as a nonmelee attack.

The only example I can think of that breaks this rule is Bombad Gungan, which speaks volumes about the peril inherent with making such abilities. LOL

Exactly. See Lightsaber Throw for an example.
