When a character has strafe and speed 12, can he strafe when moving 24 squares, or only on the 12?

The whole 24, but if you only move 12 and end the strafe (you have to announce the end-point before hand, obviously), you can still make your REGULAR attack as usual, with speed 12 (since Strafe doesn't replace attacks) on TOP of the Strafe run.
