Can you use Verpine Shatter Rifle to attack a non-adjacent enemy even if you have Melee Attack? (it's for a custom I'm working on) I don't think so, but it would be cool if it did.

No, it still follows all targeting rules except for those involving cover.

No. It's your custom, call it Shatter Rifle or something, but make it like Blaster 20.
