I just saw this in swinefeld's SkyDrive via pegolego's post in the orphans thread and was wondering if these were legal characters like the secret 41st Imperial Pilot or just his own creation. The Lost Twenty

It's not legal - it's more like a proto v-set, that was made while WOTC was still making pieces. A lot of the people involved with it went onto making the v-sets, and a lot of the characters were revisited in the first couple of v-sets.
