The former, from what I understand.

Why not just put Mas Ameda in the squad and make your swap boardwide, unless you have only one or two mice it's a much better option and a lot less hassle.

They can swap with anyone withing range of Thrawn's CE, so it is not limited to just around the character generating the range. Quote: Why not just put Mas Ameda in the squad and make your swap boardwide, unless you have only one or two mice it's a much better option and a lot less hassle.
The advantage of mice over mas is that you can have the commander or the receiver isolated via locked doors and still get the CE to work. Mas can't help Thrawn if he's locked himself in a broom closet.

There are 2 reasons I don't use mas instead. 1. I don't own one, 2. It is a very broken piece that is FAR too overpowered for it's minor 8 point cost. Mas breaks Loner and board wide swapping is just silly. The swap CEs should have been abilities IMO. While mice are still a great advantage as they double as every CE, they still have to be within 6 which puts them in harms way. I like the mouse for casual games as I've only played in 1 competitive tournament and that was on vassal a long while back.
On topic.... Thank you all for you input. The final verdict would be: swapping is ok between pieces that are within 6 of the mouse and/or Thrawn.
