No. Here's a more concrete example.
Example 1:
You have three commanders.
CE: Allies gain Cunning.
CE: Allies gain +4 / +10.
CE: Allies gain Deadeye.
These all stack. Cunning and Deadeye have different names and you have only one flat (numerical, non-named) bonus.
Example 2:
You have four commanders.
CE: Allies gain Cunning.
CE: Allies gain +4 / +10.
CE: Allies gain Deadeye.
CE: Allies gain +2 Attack.
In this example, you would get Cunning, Deadeye and your choice of either +4/+10 or +2 ATK. The flat numerical bonuses do not stack.
Also worth noting, it doesn't matter if the flat bonuses apply to different characters (fringe only, followers within 6, etc.) You only get one flat bonus.
