Can I count distance "thru" more than one enemy (12 spaces) for selecting a target...or does this ability have to follow a version of selecting legal targets before unleashing the ability? Such as one enemy in cover vs one enemy in the open.

It follows the targeting rules, except for the one that it ignores. So it ignores the requirement that you must have line of sight to the target, but you still can't target an enemy in cover unless they are the closest. (If you don't have line of sight to an enemy, that enemy has cover.) Also, if an enemy is adjacent, adjacent enemies are the only legal targets.

It still follows targeting rules, it just doesn't follow the line of sight requirement. And since a character you don't have line of sight to will always have cover, you can't use Kohoun if there is an enemy closer.
