Does targeting rules come into play when using Darth Sidious ability...or is it just "sight"?

you can't ever "Target" your own allies, so any ability like that is always any ally within sight.

You can target your allies (e.g. Dominate, Sith Battle Manipulation), but the rules for targeting allies are not the same as targeting enemies. When targeting an ally, you just need line of sight to the ally. And, of course, allies have no effect on the targeting rules for selecting an enemy.
