Small dispute, but the ability says that it negates abilities that prevent targeting. Stealth (not Cloaked) only changes the targetting rules by making it impossible for them to be the nearest target. (Cloaked is very straightforward. No attacks unless adjacent.)

So does Indiscriminate cancel out Stealth?

Indiscriminate is only against ADJACENT enemies, it has no bearing on stealth.
