Can Con Artist copy the first part of the Commando Droid Officer CE and use it to benefit themselves? It is:
Allies named Commando Droid get +2 Attack, +2 Defense, and +10 Damage.

Yes. Whatever the restrictions placed on the CE, Con Artist allows the characters to bypass them and become eligible for the effect.

Wow! squads featuring Elbee and Marn/Jarael/Zayne just got a huge advantage in going against seps. I could take either part of the CE and either give extra attacks to Elbee or everyone gets +2/+2/+10.

Actually, taking the immediate attack CE would be rather stupid, as the choice of who to give the attack to still belongs to the owner of the Officer, and there's very few situations where a person would actually want to give an enemy unit a free attack.
So, don't use Con Artist on a CE that's dependent on your opponent's decision, as they'll either never trigger it for you, or only trigger it when it'll harm you greatly.
