It is worded weirdly. When I read it, It sounded like you could use 2 different abilities. For example, Boba Fett Enforcer does Missles 30 then Net Gun.

If the abilities state "replaces attacks", then yes. Ex: Republic Commando Scorch uses Satchel Charge to blow open door, then lobs Grenades at the enemy through the hole he just made

Any two abilities that say "replace attacks" you can use.
In the case of force users you will need moft2 in order to do 2 force power replace attack moves.
Yes Boba can use net gun and missiles
