Does it cancel opponent's rolling reserves too?

No... because reserves is still triggered when opponent just rolls for regular initiative. "Never tell me the odds" just prevents MT, Recon, Tactics Broker that modify initiative.

It negates the whole ability, he would just be a walking useless 8 point figure at that point.
