Yes. Basically, if the ability triggers on the character taking damage or being hit by an attack, it can't be used when attacked by a character with Brutal Strike.
However, unlike with Overwhelming Force, Attacks and Damage from a character using Brutal Strike can be redirected, so Draw Fire, Bodyguard, and the like would be able to be used.

Yes, as that character is not taking damage from the attack, but from the bodyguard special ability.
