Can I have Rebel people (or any other faction) with a character that has Mandalorian Conscription, since he makes them Mandalorian??

The squad still has to be legal when you build it. Mandalorian conscription just works to make characters in your squad count as Mandalorian for purposes of CEs and other effects. It doesn't get around faction rules.
