So question, does Agent Kallus's CE allow a Stormtrooper too move even if it has already made a double attack this turn?

No. The character needs to have moved during the turn to get the two square bonus (hence using the word "extra").

Precedent was set years ago with Clone Commander Gree, but I cannot find the exact ruling at the time.
