So if you have BHC Palpatine, Lord Vader and Palleon and you use Palleon to swaps out Vader. How do you choose how much he costs? Is it his printed cost? Or what he actually costed to bring in: 71 or 61? Then further to that, would you be able to select 65 point piece Darth Vader agent of evil or would it have to be one that costs less than 61?

When using Pellaeon's CE, use the point values that the character cost when adding them to the squad. So, Lord Vader in that situation can be swapped out for a piece 61 points or lower. Also, as Palpatine's Rapport is still there, if you bring in a different Vader, his cost will also be adjusted, so Vader, Agent of Evil can be swapped in and will be 55 points.

Also along the same lines, If you swap out the character generating rapport, it will not reverse the point cost for the other units. So, if you replaced Palpatine instead, Lord Vader will still cost 61 points for scoring and you can bring in a 100 point or less character.
