I read somewhere that only Accurate Shot can target the passengers on the Skiff.
I would of thought that Sniper would be able to pick off the passengers? I understand that melee characters can't attack the passengers unless they have melee reach 2 when adjacent. If someone could explain that...that would be great.

A passenger on the skiff gets cover because of the Desert Skiff ability itself. Sniper cannot negate this as it is not cover granted by character positioning.
Also, because you count range to the passengers as (distance to Skiff + 1), they will never be considered the closest enemy.

I see. I didn't know that the cover is coming from the ability and not the character positioning. Thank goodness these questions can be answered. thank you.

Do the same rules apply to the Rebel Troop Cart concerning cover to its passengers as well? I'm assuming so based on this. Thanks

Yes. Where Troop Cart differs from Desert Skiff is that the passengers don't gain flight and there is no range penalty, meaning that the cart and the passengers are considered to be the same distance away from other characters. So, if the Cart is the closest enemy, so are it's passengers, thus making them a legal target.
