If GOWK has enough force points, can he use Force Push 3 twice, or does once he uses it the first time, it ends his turn and he can only use it once total no matter what?

No. Tarpals aside, You cannot use 2 replaces attacks abilities in a single turn, as you only have one attack action to replace.

Are you saying if you have Captain Tarpals with GOWK, then GOWK would be able to?
As I understand a ally with Commander Effect can't benefit from another ally's Commander Effect. Or is there a character that makes that possible? hmm......

Obi-Wan is not eligible for Tarpal's CE as he is not a follower. However, if you did have a follower with the ability to spend fp more than once, they would be able to use Tarpal's CE to use Force Powers that replace attacks twice. Also to note, commanders can be affected by commander effects too. If a CE says allies, other commanders can be affected by it, and if it says "characters in your squad", the commander itself can benefit from the CE.

And the last reason why GOWK wouldn't be able to use Tarpal's CE, besides the other reasons, is Push 3 is a "replace turn" ability.

gotcha. Hmm, looks like Captain Tarpals might be useful in some cases(not with GOWK though)

What about if Qui Gon Jedi Master dies and gives Force spirit to GOWK, will he be able to do it again?

Captain Tarpals CE:Each follower can use 2 abilities that replace attacks instead of 1 on its turn.
GOWK has a CE and therefor is not a follower, so he does not benefit from Captain Tarpals CE
