So, Siege Weapon's glossary text is this:

"Instead of this character's normal attack or attacks, choose a square within line of sight and 12 squares. (You may not choose a pit or solid wall.) All characters (enemies and allies alike) in or adjacent to that square take 30 damage. Each affected character can reduce the damage to 10 with a save of 11. After resolving damage for all affected characters, any doors bordering that square are designated as open for the rest of the skirmish and cannot be closed with Override or similar abilities."

Operative word being choose. Obviously, Siege Weapon can ignore nearest enemy, cover, etc. because you never even choose an enemy to begin with.

It would appear from this that Siege Weapon ignores adjacent enemies, since it doesn't target an enemy anyways, it chooses a square. Is this true? Can the Siege Weapon ability choose to bombard a square, say, 8 squares away even if there is an adjacent enemy?

Since it doesn't target an enemy, it should be able to choose any square still.

Correct. It does not target at all. Choose any square.
