Okay the story is simple, I ordered some single and a case of miniatures from Popular Collections in December. Then they later shipped me part of the singles but not the case. I email them and then they told me that they are waiting for back orders and will ship the rest later. After that email they refuse to respond to my email and request for refund. They are just THIEF!!. Beware everyone, I am going to post my BAD experience to every forum that I could post and wish others don't make the same mistake as me.

If they have already charged you, file a chargeback on them.

As I am using credit card when pre-order, not really know how to chargeback on them.

To file a chargeback, you need to call your credit card company to dispute the charge. As they have not provided the product for which you have paid and refuse to do a refund, your credit card company will likely reverse the charges and give you back your funds.

This. You've been stolen from, and the credit card company will protect you. Call them, file a complaint/dispute, and they'll get you your money back in a few weeks.
