According to the glossary
"ally/allied character
Another character in the same squad. In team skirmishes, allies include characters in a teammate's squad."
My question: can an "ally" benefit from a CE even if they have their own? I understand one Commander normally is not affected by other commanders CE's.
Just a point of clarification.

"Ally" includes all characters in that character's squad (except that character itself - a character is not its own ally).
"Commanders" have commander effects. "Followers" do not have commander effects. Many commander effects specify "followers" - those do not apply to commanders. There are a few that specify "commanders" and do not apply to followers. Commander effects that specify "allies" apply to both commanders and followers.
