Could I use the Bait and Switch ability to switch in a Caamasi Noble, and then prevent the attack from happening (assuming that the qualifications for Diplomat are fulfilled)? I think the answer is no, since it looks like the Fringe ally becomes the target no matter what (cannot be prevented from attacking it), but I thought I'd ask since I'm not sure if Diplomat would override that prevention from targeting.

You are correct in your thinking, diplomat gets over ridden do to the wording of bait and switch. You can still swap with the noble, just can't prevent the attack afterwards.
