OK, so as long as I follow the no character counts as the same name rule and they are not commanders would a droid like say the YVH2 qualify to receive the hutt cartel and overload specialization bonuses from pote and bib fortuna? I'm thinking yes as they are not CEs and don't see anything that says they have to be living followers?

Yes, they would.
Droids do slow the squad down a bit, though, because they aren't subject to Bib's movement CE. So they can't be moved by the CE nor move an ally with the CE. Despite that, there have been some reports from NZ that Overloaded droids work pretty well.
IG-AD, Elbee, and the YVH look like the best droid targets.
